Kentucky Joining Program to Share
Criminal Records Data

This month, Kentucky is taking a big leap forward
when it comes to sharing criminal records on the fly. The Kentucky
Justice Cabinet is just completing work to join the Interstate
Identification Index (III), known as "Triple I", a program
that allows for the interstate exchange of criminal history record
information with other states and the FBI.
The Criminal Records of over 40 million persons
are presently accessible through this cooperative federal and
state effort. According to Michael Kirkpatrick, the Assistant
Director in Charge of the Criminal Justice Information Services
Division at the FBI, "III is the national system designed
to provide automated criminal history record information. Kentucky's
participation in III contributes to the goal of providing the
most accurate and up-to-date criminal history record information
nationwide. The FBI welcomes Kentucky's III participation and
applauds their efforts related to this significant information
sharing initiative."

provide more detailed information to justice professionals
in a more efficient manner."

So how does this new system help Kentucky law
enforcement? According to Mary Pedersen of the Governor's Office
for Technology, "Once Kentucky goes live, we can provide
a criminal record within seconds of a request transmitted over
the FBI's National Crime Information Center (NCIC) network to

for more rapid availability of information to improve the timeliness
of receiving criminal history data, make decisions, and taking
the appropriate actions based on that information."

Kentucky's participation in the Interstate Identification
Index ends Phase 3 of the multi-phased Computerized Criminal History
(CCH) project. Phases 1 and 2 implemented the Commonwealth's new
CCH system which set the stage for joining Triple I. According
to Mary Pedersen, "It's analogous to building a house. We
had to first lay the foundation before putting up the frame. The
new CCH system is the foundation that enables us to join Triple
I as well as move forward with several other criminal justice
projects we have underway and planned."
So what's coming? This new program sets the stage
for Kentucky to participate in the National Fingerprint File (NFF),
which allows states to maintain their own fingerprint records
while still sharing criminal justice information with federal
and state law enforcement officials around the country.
The Interstate Identification Index and the Computerized
Criminal History Project (CCH)
are part of Kentucky's Unified Criminal Justice Information System
(UCJIS).
