HB193 - An ACT relating to crimes and punishments
Amend KRS 434.840, 434.845, and 434.850, relating to unlawful access to a computer, to amend various definitions; add definitions of "effective consent" and "owner"; remove altering or damaging a computer as an element of unlawful access to a computer in the first degree; require that a person must act without the effective consent of the owner to be guilty of unlawful access to a computer; and establish a range of penalties for unlawful access to a computer in the second degree

HB287 - An ACT relating to information technology systems
Amend KRS 7A.010 and KRS 45.750 to provide statutory definition for "information technology system" to be effective with the 2004-06 biennial budget preparation cycle

HB375 - An ACT relating to an electronic health network and declaring an emergency
Create new sections of KRS Chapter 11 to declare findings of the General Assembly related to electronic health information and define terms; amend KRS 11.550 to reorganize the Telehealth Board as the Kentucky e-Health and Telehealth Board; attach the board to the Governor's Office for Technology, the Office of the New Economy, and the Cabinet for Health Services

HB161 - AN ACT relating to electronic health registries and making an appropriation therefor
Create new sections of KRS Chapter 11 to define terms; require the Governor's Office for Technology to implement, host, and maintain an Internet-based common registry for telehealth, public health, and family practice residency programs; establish standards for the central registry; and require the central registry to be a component of any electronic health network if a network is developed by legislation or developed by a state board or agency
