Moving On: Kentucky's CIO Talks About The Progress

On November
30, 2003, Aldona Valicenti will step down as the Commonwealth
of Kentucky's Chief Information Officer and head of the Governor's
Office for Technology to pursue other interests. She is Kentucky's
first CIO, and was one of the first female state CIOs in the country.
Below, Ms. Valicenti sums up what she feels are her major accomplishments
as Kentucky's CIO.
Aldona Valicenti: In Her Own Words
I pursued three parallel paths during my tenure that were directed
at improving the IT management agenda. In the Commonwealth, it
was to define the roll of the CIO in legislation, reorganize a
number of separate departments into a unified agency, the Governor's
Office for Technology, and to drive efficiencies and performance
metrics.
The Shared
Services model was key to driving consolidation of services that
would benefit from economies of scales. Email consolidation is
an excellent example. Service level agreements are in place with
our customers. We have a project initiation policy now and oversight
for large projects. There is a governance structure in place for
setting standards and making enterprise technology investment
decisions.
The rebranding
the National Association of State Chief Information Officers (NASCIO)
to take on a national agenda was the second goal. This included
the establishment of a Washington, DC presence and making NASCIO
a voice for the state CIOs. Now, Congressional offices and committees
seek the states' input on technology issues.
The third
track was to link the Governor's agendas with the CIOs. The state
CIO is one of the major implementers of many of the Governor's
goals and programs. This has been facilitated by working closely
with the National Governors Association staff to establish a dialogue
about managing IT.
We in Kentucky
have benefitted from some of these initiatives and have helped
to foward the role of information technology in state government.
